A “limited lead-free” inspection certificate is a certificate in which only the interior surfaces of an Affected Property are lead-free, but the exterior painted
surfaces of the Affected Property are not lead-free. In order to pass an inspection for a limited lead-free certificate, all exterior paint of the Affected Property must be intact. A limited
lead-free inspection certificate has a two-year expiration date. Every two years, owners must recertify that the Affected Property is free of chipping, peeling, or flaking paint. If the limited
lead-free inspection certificate expires and is not timely recertified by the owner, the owner must obtain a new limited lead-free inspection certificate for the Affected Property and pay MDE another
$10 lead processing fee per property/unit.

Attention Baltimore County Landlords:
"Baltimore County Executive Johnny Olszewski Jr. will release a long-anticipated plan to outlaw housing discrimination based on how a tenant pays their rent. Olszewski’s HOME Act, for Housing Opportunities Made Equal, would make it illegal for landlords to refuse to rent to someone based on their source of income, including tenants who want to use a federal housing voucher or other forms of public assistance."

Baltimore City Water Ransomware Attack:
Understanding Your Upcoming Water Bill:
1.) Baltimore City Department of Public Works (DPW) is working diligently to restore our water billing system, which was directly impacted by the recent ransomware attack. When customers receive the next available water bill, please know the bill will be higher because it covers a longer time period.
2.) To make payments, customers can mail a check or money order based on the last bill received to the Director of Finance, 200 Holliday Street, Baltimore, Maryland 21202. Payments must include your water account number and/or water service address.
3.) Due to recent events, late fees starting from May 6, 2019 will be waived. Customer payment plans and/or water bill assistance are available. If you have questions and/or need assistance regarding water bills, please contact DPW Customer Service and Support Division at 410-396-5398.

2019 Lead Rental Renewals were due to the Maryland Department of the Environment by December 31, 2018.
Failure to pay 2019 renewal fees by the due date of December 31, 2018 is a violation of§6-843 of the Environment Article, Annotated Code of Maryland. The Department will assess a penalty for any renewal not paid by March 31, 2019.
If you believe you have already renewed your 2019 lead rental registration, please review your records. Note that payments recently mailed to the Department may still be in process and not yet credited to your lead rental registry account. If you have questions about the status of your renewals, please contact the Lead Rental Registry Hotline at the number listed below.
You may renew your lead rental property(ies) online through March 31, 2019, or return your 2019 renewal form with payment by mail.
To renew online, please go to www.mde.maryland.gov/leadregistration. You will need your 7 digit tracking number (fill front with zeroes for shorter tracking numbers) and your password to access your account. If you do not remember your password, please click the "Forgot Password" button. If you are unsuccessful resetting your password, email us at firstname.lastname@example.org and in the subject line enter "Password Reset Requested."

If any of your pre-1978 properties have lead free certificates, the $30 renewal fee is not due. However, please telephone or email them to let them know which property(ies) is lead free.

Important Changes for Rental Property Owners!!
Must be done by September 1st!
In May 2018, Baltimore County Council passed Bill 26-18 amending the limitations on applicability of the Rental Housing License requirements. Property owners who are no longer exempted from the licensing requirements of Article 35, Title 6 of the County Code as a result of this Act shall obtain a Rental Housing License before September 1:
• Dwellings not connected to public sewer are no longer
• Dwelling units solely occupied by a person related to the owner must be related by blood, marriage or adoption or under the legal custody of the owner. Individuals must be related as grandparents, parents, children or grandchildren only. Family members other than those listed are not exempt.
These properties must now be inspected and registered with Baltimore County by following the process outlined below.
- Dwelling units under the Section 8 program are no longer exempt from licensing.

New 2018 Smoke Detector Law
A new law requiring a smoke detector on each level of a home is now in effect in Maryland.
The law requires that by January 1, 2018, a minimum of one smoke alarm is installed on every level of a home. Battery operated smoke alarms remain acceptable, but the law requires that the alarms be tamper proof and powered by long-life batteries, and possess hush button features to discourage unsafe removal.
New Water Billing System
In October of this year, the Department of Public Works (DPW) will start BaltiMeter Billing, a new water and sewer billing system that will enhance DPW's infrastructure and help to ensure customers receive efficient and reliable billing services. The below information affects only City customers at this time.
Baltimore County is expected to begin in April 2017.

County Railing Regulations
A letter and new form from the Baltimore County Engineer’s Office may be coming your way. Senate Bill 401 has passed a new law for multi-family dwellings in Baltimore County. If you own a multi-family dwelling you will need to complete a form stating whether or not you have a wooden balcony railing on your building. If you do, an experienced inspector will need to certify that your railing is safe. A use fee of $100 must be paid for each multi-family dwelling inspected. If you own more than one multi-family dwelling, you will need to complete separate forms for each building.
